Notice is hereby given that the Harrison County Board of Supervisors, Harrison County, Mississippi, will receive sealed bids at the BOARD CONFERENCE ROOM, FIRST JUDICIAL COURTHOUSE, 1801 23rd AVE, GULFPORT, MISSISSIPPI,
until 2:00 P.M. local time on TUESDAY, OCTOBER 15, 2024 and then publicly read aloud for the following:

BEATLINE ROAD SEWER COLLECTION SYSTEM

Bids for the construction of the Project will be received at the Harrison County Board of Supervisors

Office located at 1801 23rd Avenue, P.O. Drawer CC, Gulfport, MS, 39502-0860, until Tuesday, October 15, 2024, at 2:00 p.m. local time. At that time the Bids received will be publicly opened and read.

The project includes installation of:

• Furnishing installing a sewer low-pressure force main consisting of 2 and 3-inch diameter, SDR 21 PVC pipe (solvent weld) and some associated 2, 3, 4, and 6-inch HDPE (IPS and DIPS) DR 13.5 (fusion weld) both casing and carrier pipe, includes all hydrostatic testing;

• Furnishing and installing the PVC or HDPE pipe service connection from the inline cleanout and service lateral to the new force main tap assembly;

• Furnish and install HDPE HDD bore with casings for crossing county roads with the LPS force main, includes end seals for casing to carrier pipe;

• Furnish and install HDD bore for service pipe from the main across the county road to the back side of the county ROW on the opposite side of the county road from the LPS force main to the terminus at the inline cleanout and service lateral (i.e., all service lines will be bored across county roads);

• Furnish and install inline cleanout (capped) with service lateral at the rear of the county ROW for each proposed service line (i.e., all service lines will terminate with a service lateral kit and inline cleanout assembly with the end capped to allow for future connection to a grinder pump discharge); and,

• Surface restoration.

• The work must be conducted in two (2) phases, whereby Phase I will include installing all of the low-pressure sewer force mains inclusive of the service taps, service piping with cleanout and lateral assembly to the edge of the public right-of-way. All testing and restoration of Phase I must be completed, including hydrostatic testing before any efforts are made to begin extending service lines to the structures being served (i.e., Phase II).

• At present the Owner does not have the easements necessary to provide the Contractor with access to the properties which will be served but will be working on obtaining them during the construction of Phase I.

The maximum allowable number of consecutive calendar days for the completion of Work (the Contract Time) is set forth in the Bid Proposal and will be included in the executed Agreement. The project will be subject to liquidated damages in the amount of Five Hundred Dollars ($500) per consecutive calendar day for each day in default after the stipulated completion date. The contract time will begin when the Contractor commences work on this project, a date which will be mutually agreed upon between the Owner, Engineer and Contractor based on material availability and delivery times.

Bid Specifications and Procedures may be obtained at www.harrisoncountybids.com.  Bid documents are non-refundable and must be purchased through the website. For any questions relating to obtaining the Bid Specifications and Project Plans from Plan House, electronic submittals and/or bidding process, please call Plan House at 228-248-0181. Charges apply for document download or hard copy orders. There is NO CHARGE for registration and bid submittal. Electronic bidding for this project shall be hosted by Plan House at www.harrisoncountybids.com ONLY. No partial sets of drawings of project manuals will be issued. No contract documents (hard copies or electronic copies) will be issued to Contractors within forty-eight (48) hours of the time indicated above for receiving bids.

Bids must be submitted upon the standard forms contained within these contract documents furnished by the Engineer for the Harrison County Board of Supervisors, Mississippi, noted in the Instructions to Bidders. Bids submitted shall be in letter form in a sealed envelope and outside of envelope shall be marked plainly Beatline Road Sewer Collection System and shall be addressed to Jaci Turner, County Engineer, Harrison County Board of Supervisors, 1801 23rd Avenue, P.O. Drawer CC, Gulfport, MS, 39502-0860 or for those interested, bids can be electronically submitted at www.harrisoncountybids.com no later than TUESDAY, OCTOBER 15, 2024, BEFORE the accepting time as listed above. For any questions relating to the electronic submittals and/or bidding process, please call Plan House at 228-2480181. No oral, telegraphic, telephonic, or e-mail proposals will be considered. 

Each bidder shall write his Name, his Address, and his Certificate of Responsibility number/or a statement that the bid enclosed does not exceed Fifty Thousand Dollars ($50,000) on the outside of the sealed envelope containing the proposal. If submitting electronically, please include this information on a cover page with your bid submission. All interpretations of drawings and specifications shall be directed to Covington Civil & Environmental, 228-396-0486 or email info@ccellc.us. All questions regarding this bid must be submitted in writing and must be received by the end of business 5:00 p.m. local time October 8, 2024. An acknowledged received copy of all Addenda issued by the Engineer via Plan House must be included with the bid proposal. 

A Pre-Bid Conference for the Project has not been scheduled at this time; however, if a Pre-Bid Conference is scheduled, all plan holders will be notified by addendum. Attendance at the Pre-Bid Conference is encouraged but not required.

Each bid must be accompanied by a Bid Bond or Certified Check in an amount equal to five percent (5%) of his Base Bid, payable to the Harrison County Board of Supervisors, as bid security. In the event that an electronic bid is submitted, a copy of the bid bond must be included with the submission. If submitting electronically, a hard copy of all bid documents must be provided within 3 business days if requested after the bid opening. The successful bidder shall furnish a Performance Bond and a Payment Bond each in the amount of 100% of the bid to be submitted with the executed contracts and Certificate of Insurance. The Owner and Engineer shall be listed as additional insured’s on all policies with the waiver of subrogation on all liability policies.

Effective July 1, 2010; Per MS Code 31-3-21(3); any bid submitted by a nonresident contractor which does not include the nonresident contractor’s current state law pertaining to such state’s treatment of nonresident contractors, shall be rejected, and not considered for award. If no such law exists in the nonresident contractor’s state, then the non-resident contractor may provide a statement to that effect.

The Harrison County Board of Supervisors, reserves the right to reject any and all bids and to waive any informality in the bidding. Bids may be held for a period not to exceed ninety (90) days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of Bidders, prior to awarding of the contract.

The project is funded by ARPA/MCWI and the requirements for this grant including the procurement process shall be followed including opportunity for participation by minority and women-owned business enterprises in the procurement of goods and services. The Required Attachments for ARPA/MCWI Construction Contracts are included in these contract documents.
