Notice is hereby given that the Harrison County Board of Supervisors, Harrison County, Mississippi, will receive sealed bids at the BOARD CONFERENCE ROOM, FIRST JUDICIAL COURTHOUSE, 1801 23rd AVE, GULFPORT, MISSISSIPPI, until 2:00 P.M. local time on THURSDAY, MARCH 14, 2024 and then publicly read aloud for the following:

CANAL ROAD WATER MAIN CONNECTOR

Bids for the construction of the Project will be received at the Harrison County Board of Supervisors Office located at 1801 23rd Avenue, P.O. Drawer CC, Gulfport, MS, 39502-0860, until Thursday, March 14, 2024, at 2:00 p.m. local time. At that time the Bids received will be publicly opened and read.

The Project includes the following Work:

The project includes but is not limited to: constructing approximately 2.1 miles of 12-inch diameter water main connecting the Harrison County Utility Authority water main on Hwy 53 to the City of Gulfport water main on John Clark Road via a proposed Custody Transfer Station; installing fire hydrant assemblies; HDD cased HDPE water main bores beneath obstructions and across Canal Road; and surface restoration.

The maximum allowable number of consecutive calendar days for the completion of Work (the Contract Time) is set forth in the Bid Proposal and will be included in the executed Agreement. The project will be subject to liquidated damages in the amount of Eight Hundred and Fifty Dollars ($850) per consecutive calendar day for each day in default after the stipulated completion date. The contract time will begin when the Contractor commences work on this project but no later than the tenth consecutive calendar day after receipt of a notice to proceed from the Owner.

Bid Specifications and Procedures may be obtained at www.harrisoncountybids.com. For any questions relating to obtaining the Bid Specifications and Project Plans from Plan House, electronic submittals and/or bidding process, please call Plan House at 228-248-0181. Charges apply for document download or hard copy orders. There is NO CHARGE for registration and bid submittal. Electronic bidding for this project shall be hosted by Plan House at www.harrisoncountybids.com. ONLY. No contract documents (hard copies or electronic copies) will be issued to Contractors within forty-eight (48) hours of the time indicated above for receiving bids.

Bids must be submitted upon the standard forms contained within these contract documents furnished by the Engineer for the Harrison County Board of Supervisors, Mississippi, noted in the Instructions to Bidders. Bids submitted shall be in letter form in a sealed envelope and outside of envelope shall be marked plainly Canal Road Water Main Connector and shall be addressed to Jaci Turner, County Engineer, Harrison County Board of Supervisors, 1801 23rd Avenue, P.O. Drawer CC, Gulfport, MS, 39502-0860 or for those interested, bids can be electronically submitted at

www.harrisoncountybids.com no later than FRIDAY, MARCH 8, 2024 BEFORE the accepting time as listed above. For any questions relating to the electronic submittals and/or bidding process, please call Plan House at 228-248-0181. No oral, telegraphic, telephonic, or e-mail proposals will be considered.

The successful contractor shall be required to obtain a Performance Bond (MND-603) from the MDOT prior to initiating the work. The Bond shall be submitted to MDOT, a copy of which shall be provided to the Engineer, after which, MDOT shall submit the final Work Permit for the HDD bore across Hwy 53. A copy of the Locate and Maintenance Permit is included as Appendix A to the bid documents.

Each bidder shall write his Name, his Address, and his Certificate of Responsibility number/or a statement that the bid enclosed does not exceed Fifty Thousand Dollars ($50,000) on the outside of the sealed envelope containing the proposal. If submitting electronically, please include this information on a cover page with your bid submission. All interpretations of drawings and specifications shall be directed to Covington Civil & Environmental, Andrew Levens, P.E. 228-861-9743 or email andrew@ccellc.us. An acknowledged received copy of all Addenda issued by the Engineer via Plan House must be included with the bid proposal.

Pre-Bid Conference

A Pre-Bid Conference for the Project has not been scheduled at this time; however, if a pre-bid conference is scheduled, all plan holders will be notified by addendum. Attendance at the pre-bid conference is encouraged but not required.

Instructions to Bidders

Each bid must be accompanied by a Bid Bond or Certified Check in an amount equal to five percent (5%) of his Base Bid, payable to the Harrison County Board of Supervisors, as bid security. In the event that an electronic bid is submitted, a copy of the bid bond must be included with the submission. If submitting electronically, a hard copy of all bid documents must be provided within 3 business days if requested after the bid opening. The successful bidder shall furnish a Performance Bond and a Payment Bond each in the amount of 100% of the bid to be submitted with the executed contracts and Certificate of Insurance. The Owner and Engineer shall be listed as additional insureds on all liability policies with the waiver of subrogation.

Effective July 1, 2010; Per MS Code 31-3-21(3); any bid submitted by a nonresident contractor which does not include the nonresident contractor’s current state law pertaining to such state’s treatment of nonresident contractors, shall be rejected, and not considered for award. If no such law exists in the nonresident contractor’s state, then the non-resident contractor may provide a statement to that effect.

The Harrison County Board of Supervisors, reserves the right to reject any and all bids and to waive any informality in the bidding. Bids may be held by the Jackson County Utility Authority for a period not to exceed sixty (60) days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of Bidders, prior to awarding of the contract.
